Why the two differ
Local moves faster because the biggest levers are configuration. Setting a correct primary category, filling in services, and fixing NAP inconsistencies are changes a system can register quickly. A miscategorised profile corrected today can move within weeks.
Organic moves slower because it depends on content being crawled, assessed and compared against established competitors, and on links accumulating. Months is normal, and a firm told otherwise should ask what specifically is expected to change.

What they establish is that movement of this size within this window has happened in named cities on named queries: not that it will happen in any particular new market.

Why no honest agency gives a date
Timing depends on competitive density, the firm's starting position, and algorithm changes: none of which an agency controls. What an agency can commit to is the work: what will be done, in what order, and how it will be measured. A guaranteed ranking by a guaranteed date is a promise about someone else's system.
The short answer, with its conditions
Profile and technical corrections are frequently visible in weeks. Content work is measured in quarters. A first meaningful comparison against a baseline belongs at ninety days, and content is properly judged at six months.
Any figure shorter than that is describing one component rather than the engagement, and any agency giving a single number without asking about the market, the starting position and the geography has answered before gathering what the answer depends on.
Different work lands on different schedules
Asking how long SEO takes is asking about several activities with very different latencies, and averaging them produces a number that describes none of them.
Profile corrections move fastest. Category and service changes on a Google Business Profile are frequently visible within two to four weeks, which makes them the first work worth doing.
Technical fixes land as pages are recrawled, so within weeks for a small site.

Reviews accrue over months and behave like a stock rather than a switch.
Charge-level content is slowest. A new page has to be crawled, indexed, and then earn its position against incumbents who have held it for years.
What makes one market slower than another
Competitive density is the largest factor. A city where several established defense firms have invested for years is harder ground than one where the incumbents have neglected their profiles, and identical work produces different curves.
The firm’s starting position matters as much. A practice with an unclaimed profile and no charge pages has a great deal of correctable ground; one already doing most things properly has less to gain and will move more slowly for it.
Geography sets a ceiling that time does not lift. Proximity is a direct input to local ranking, so a single office in a large metro is bound past a certain radius no matter how long the work runs. A grid scan shows where that boundary sits.
