Why it matters so much in this practice area
Three things compound. Defense searches almost always carry local intent, so the pack is triggered. The searcher is usually on a phone, where three results and a map fill the screen. And the intent is urgent, so they want someone to call, and every pack entry has a call button.
The practical consequence is stark: a firm ranking fourth in the ordinary listings but absent from the pack may be invisible to a caller who never scrolls, while a firm in the pack regularly receives calls from people who never open its website at all.
How a firm gets in
Through the Google Business Profile, not the website. The pack ranks profiles. A firm with an excellent site and a miscategorised profile will lose to a firm with the reverse.

Why you cannot check your pack position from one place
Proximity is a ranking input, so pack results differ at every point in a city. A firm can be first at its own office and fifteenth four miles away. Checking once from the office produces the most flattering number available and tells you almost nothing. This is why visibility is properly measured on a search grid across the service area.
The claim to be sceptical of
“We got you into the map pack” means nothing without a location, a query and a date. Ask: at how many points across the city, for which queries, compared against what baseline. A report that cannot answer those four questions is not reporting on the map pack.
Why positions move without anything changing
Pack positions reorder constantly. Some movement is real, from competitors’ work or ranking updates, and a good deal is noise: the same query from the same point returns a different order on consecutive days.
A firm watching one position daily will see swings that mean nothing and be tempted to act on them. Measuring the same grid on a fixed cadence and comparing like with like is what separates the two, because an average across dozens of points absorbs noise a single point amplifies.
The limit proximity imposes
Distance is the one pack input a firm cannot work on. A single office produces a visibility gradient that falls away with distance, and past a certain radius no amount of profile work or review volume places the firm in the pack, because a competitor nearer the searcher is simply nearer.
The pack is therefore a partial channel for most firms, and an honest plan says which part. Work concentrated on the marginal band moves the needle; work aimed at the far edge of the metro does not. Beyond that boundary the organic and answer surfaces are where the remaining market sits.
Why it decides so much in this practice area
On a phone, which is where defense traffic is, the pack frequently fills what remains of the first screen after the ads. A firm absent from it on an urgent query is competing for a part of the page a large share of searchers never reach.
The call button sits inside the listing, so a searcher can ring the firm without visiting its website at all. A practice that has invested in its site and left its review count at eleven has put its money in the second half of a journey many of its searchers will not begin.
What decides which three appear
Three factors, weighted differently by query. Relevance is how well the profile and site match what was searched, and it is the factor most under a firm’s control: a profile categorised as criminal justice attorney with DUI defense listed as a service is a better match for a DUI query than a general listing. Distance is how far the firm is from the searcher, which is why the same query returns different results a mile away. Prominence is how well known the firm is, inferred from reviews, citations and links.
A fourth mechanism catches firms out. Google suppresses listings it reads as the same entity, so duplicate profiles sharing a name, address or phone number will often show only one. A profile absent from the pack but findable by exact-name search is usually being filtered rather than outranked.
Winning the tap once you appear
Ranking in the pack is half the job. The listing then competes with two neighbours on what is visible at a glance: the review count and average, whether the photograph looks like a real office, the category line, and whether the listing shows as open.
A firm ranked second with ninety reviews at 4.9 routinely takes more calls than the firm ranked first with eleven. Defense practices accumulate reviews slowly, because clients are reluctant to be publicly attached to a charge, so a firm asking consistently at case conclusion builds a position over a year that a competitor cannot buy quickly.
Answer check
Apply the answer to What Is the Map Pack? by naming the actual firm, market and decision date. Identify the source or asset that can settle the question. Keep the observation in its native unit and write down any missing field before comparing options.
The short answer supplies a working rule. It does not guarantee a ranking or business result. Recheck the rule when the market, source or measurement method changes, and retain the earlier decision when the change is material. Name the person responsible for that review.
